in the present circumstances of the Colony, I should be disposed to sanction
in 1875- heading under which any expenditure beyond what
is absolutely necessary, I should wish to receive further explanation on this point.
8. With reference to the estimated expense of the Police Force, I have to request
you that I have been awaiting
the matured expression of your
views which you intimated your intention of submitting to me in
your despatch
despatch No. 4262 of
the 20th July.
I think it
would have been far better that you should have submitted separately for my consideration the large increase of expenditure
(Colonel,
a purely
amounting to more than
one fourth of the
whole estimated
expenditure which these estimates entail, before the votes were taken in Council, especially
as you
state that you had
yourself formed
a definite
opinion on the subject.
9. While I am fully alive to the exceptional position of the Colony in this respect,
I cannot but notice
that the
expenditure for
the Civil Police
in excess of that found
necessary in other Colonies
like
the Colony, proportionately larger in
population.
10. Without wishing to fetter
you on any particular
point, I will merely express
a generalized
hope that your own anticipations may be realized, and
that it will not
be found necessary
to incur the whole of the
expenditure
that has been voted.
11. With respect to the new Harbor Master's Office, I have
